I think it is Oliver and Company it is a 1988 movie but it is not available on DVD, maybe you can find it as a digital download

lol. i think there was one called oliver. it was about a puppy and it is basically like the book, but in doggy-version. and it has what you've described in it 2. i mean, down to the construction site.
